Penelitian ini bertujuan untuk (1) menilai kinerja kelompok nelayan yang telah menerima bantuan modal usaha perikanan; (2) menganalisis dampak bantuan modal usaha perikanan di kawasan minapolitan terhadap peningkatan hari kerja dan peningkatan pendapatan nelayan serta (3) mengukur dampak bantuan modal usaha perikanan di kawasan minapolitan terhadap penyerapan tenaga kerja. Metode yang digunakan dalam penelitian ini adalah metode survey melalui kuisioner dengan populasi adalah rumah tangga perikanan yang termasuk klasifikasi miskin, dengan jumlah sampel sebanyak 99 responden yang terbagi dalam kelompok aksi, (66 sampel) dan kelompok kontrol (33 sampel). Analisis dalam penelitian ini dibagi menjadi dua bagian, yakni analisis dampak kebijakan terhadap perubahan hari kerja dan pendapatan responden pada sebelum dan setelah berlakunya kebijakan dengan menggunakan serangkaian pengujian statistik serta analisis kinerja kelompok nelayan dengan menggunakan metode IPA (Importance Performance Analysis). Berdasarkan hasil pengujian statistik, diperoleh hasil bahwa pelaksanaan kegiatan bantuan modal usaha perikanan berdampak positif terhadap pengembangan kegiatan usaha minabisnis di kawasan minapolitan, hal ini dapat terlihat dari adanya peningkatan hari kerja nelayan sebesar 50,4 % (peningkatan hari kerja selama 8 hari), peningkatan penyerapan tenaga kerja rata-rata berjumlah 2 orang serta peningkatan pendapatan nelayan pada kelompok aksi sebesar 76% (Rp. 896.555) pasca pemberlakukan bantuan modal usaha perikanan. Berdasarkan analisis tingkat kepentingan dan performa kinerja kelompok, terdapat beberapa indikator dalam aspek kinerja yang masih perlu ditingkatkan kembali terutama peningkatan modal usaha, pembukuan biaya operasional dan hasil produksi, dan keberlanjutan usaha, serta penerapan hasil pembinaan dan pelatihan. Untuk pengembangan kawasan minapolitan di masa mendatang, diperlukan dukungan pemerintah dalam menyediakan industri penunjang kegiatan perikanan, terutama industri yang dapat menyediakan produksi pakan dan bibit unggulan.

The purpose of this research is to (1) assess the performance of fishermen groups who have received capital supports from the government; (2) analyze the impact of fisheries capital grants to the number of working days and income of fishermen, and (3) measure the impact of fisheries capital grants to the rate of employment in minapolitan area.

The research method is done by conducting survey through questioners to the fishermen household as its population; 99 respondents as the sample of surveys, which is then divided to action group which is the group who accepted the capital grants (66 respondents) and control groups who didn`t accept the capital grants (33 respondents). The analysis technique that is used in this research is divided into two parts, which the first, is the policy impact analysis of the changes of the numbers of working days, and the income of respondents, before and after the grant is given, by using a series of statistical test; the second is performance-group analysis by using IPA (Importance Performance Analysis).

Based on statistic test results, it is known that the implementation of minapolitan region development has given positive impact to the economic growth of the fishermen. This can be known by the fact that there is an increase of fishermen`s working days up tp 50,4% (equal to 8 days), increase of employment rate, and also the increase of fishermen`s income up to 76% (equal to Rp 896.550).

Based on the performance analysis of the fishermen`s group, some indicators that needs to be improved are: the increases of capital, administrations of operational charges and productions fee, and the continuations of economic activities, and the applications of trainings and knowledge. To improve the development of minapolitan region in the future, government supports in providing the complementary industry for fishery activities is needed, especially the ones which provides fisheries seeds and foods.
