Kesediaan Jerman menandatangani perjanjian Two Plus Four memiliki implikasiterhadap penerimaan empat negara pemenang Perang Dunia II atas keberadaanJerman. Hal ini menunjukkan bahwa Jerman bersedia menerima syarat-syaratyang diajukan dalam perjanjian ?Two Plus Four Agreement? tersebut sebagaiupaya membuktikan bahwa Jerman yang sekarang bukan lagi Jerman yang samaseperti sebelum Perang Dunia II. Pendekatan neorealis yang digunakan dalamanalisis menunjukkan struktur internasional dapat mempengaruhi perilaku Negara.Hal ini sebagaimana ditunjukkan Jerman ketika bersedia menerima Two PlusFour Agreement yang disebabkan tiga hal, yaitu : 1). Memuluskan prosesreunifikasi, 2). Upaya menjaga stabilitas di Eropa, 3). Membangun reputasiJerman sebagai negara yang demokratis, bukan lagi sebagai Jerman yang fasis.

Germany's willingness to sign an agreement Two Plus Four has implications forthe acceptance of the four winning countries of the World War II. This shows thatGermany is willing to accept the terms proposed in the agreement "Two Plus FourAgreement" as an attempt to prove that Germany is now no longer the same asGermany before World War II.
