 Abstract

ABSTRAK
Di era pelaksanaan Jaminan Kesehatan Nasional (JKN) di Indonesia, Rumah Sakit dipicu untuk beroperasi secara efisien, efektif dan bermutu tinggi. Keberhasilan Sistem Jaminan Sosial Nasional (SJSN) bidang kesehatan sangat tergantung pada pelaksanaan pelayanan di Rumah Sakit. Rumah Sakit Otorita Batam - Badan Pengusahaan Batam (RSOB-BP Batam) dalam operasionalnya mempunyai keterbatasan otonomi karena berbagai peraturan yang mengikat, sehingga berdampak pada kelancaran operasional pelayanan di Rumah Sakit. Penelitian yang bertujuan meletakkan posisi tingkat otonomi mengungkap bahwa Rumah Sakit mempunyai otonomi sebagian dalam aspek pembelian dan administrasi harian, sedang otonomi sangat terbatas dalam aspek manajemen strategis, keuangan dan Sumber Daya Manusia (SDM). Hal ini mengancam pertumbuhan, fleksibilitas dan sustainability Rumah Sakit dimana terdapat kebijakan nasional reformasi sistem pembayaran menggunakan INA-CBGs yang mengharuskan Rumah Sakit lebih fleksibel dan responsif pada kondisi yang ada. Kedepan Rumah Sakit harus lebih berperan responsif terutama dalam aspek keuangan, manajemen strategis dan SDM agar dapat bersaing dan kualitas layanan meningkat.

ABSTRACT
In the implementation of the National Health Insurance (JKN) in Indonesia, Hospitals are triggered to operate in efficiently, effectively and good quality off care. The success of the National Social Security System (SJSN) is highly rely on the health care delivery in the hospital. RSOB-BP Batam, as one of public hospitals, has limited autonomy in its operations due to tight regulations, that may impact on the services at the Hospital. The research aims to position the degree of Hospital autonomy. The study revealed that most of autonomy are in purchasing and administrative aspects (daily mattres), whlie very limited autonomy is found in aspecs of strategic management, financial aspecs and human resources (HR). This condition may threaten on the growth, flexibility and sustainability of Hospital since recent reform in providers payment system using INA-CBGs Hospital. Hospital should have a more role that allows the hospital to be responsive, especially in the aspects of finance, strategic management and human resources in order to compete and increase quality of health services.
