ABSTRAKTesis ini membahas Analisis Kesiapan Implementasi Kebijakan Jaminan
Kesehatan Nasional Tahun 2014 (Peraturan Presiden No. 12 dan 111 tahun 2013
tentang Jaminan Kesehatan) dari Sisi Regulator. Penelitian ini dilakukan dengan
pendekatan kualitatif menggunakan teori implementasi Edward III. Hasil
penelitian menunjukanadanya permasalahan komunikasi yaitu kurangnya upaya
sosialisasi dan adanya aturan yang dinilai belum harmonis dan adanya disparitas
pelayanan kesehatan dari sisi sumber daya. Dari sisi disposisi, para pemangku
kepentingan kebijakan Jaminan Kesehatan Nasional memiliki sikap yang
menghambat kesiapan implementasi yang dapat dilihat dari informasi penetapan
besaran iuran premi. Dari sisi struktur organisasi sudah terjalin koordinasi dengan
baik antar atau antara pemangku kepentingan.Kesimpulannya adalah belum
siapnya implementasi Jaminan Kesehatan Nasional. Saran yang dapat dilakukan
agar implementasi dapat berakselerasi dengan baik adalah sosialisasi hendaknya
dilakukan secara masif dan efektif dengan menggunakan berbagai cara dan perlu
adanya melibatkan masyarakat. Saran untuk mengurangi disparitas pelayanan
kesehatan adalah mendorong pemerintah daerah untuk segera mendirikan
berbagai fasilitas kesehatan di daerah upaya untuk akselerasi pembangunan
kesehatan. Selain itu perlu aturan yang menetapkan penempatan tenaga kesehatan
di seluruh Indonesiaagar tujuan Universal Health Coverage dapat tercapai di 2019
sesuai dengan Road Map Jaminan Kesehatan Nasional.
ABSTRACTThis thesis discusses the Implementation Readiness Analysis of National Health
Insurance Policy in 2014 (Presidential Decree. 12 and 111 of 2013 on Health
Insurance) from the regulator view. This study was conducted with a qualitative
approach using the implementation theory of Edward III. The results showed the
existence of communication problems, namely the lack of socialization and
regulation efforts are not yet harmonized and health care disparities in terms of
resources. In terms of the disposition, the stakeholders of the National Health
Insurance policy to have an attitude that impede implementation readiness that can
be seen from the determination of the amount of dues premium information. In
terms of organizational structure has been established with a good coordination
between or among stakeholders. The conclusion is unprepared implementation of
National Health Insurance. Suggestions to do in order to accelerate the
implementation of socialization should be done well is massively and effectively
using a variety of ways and the need for community involvement. Suggestions to
reduce health care disparities is encouraging local governments to immediately
establish various health facilities in the region to accelerate health development
efforts. Also needs to be a rule that defines the placement of health personnel
throughout Indonesiaagar goal can be achieved Universal Health Coverage in
