Majelis Pengawas Notaris secara berjenjang terdiri dari Majelis Pengawas Daerah ditingkat Kota atau Kabupaten, Majelis Pengawas Wilayah ditingkat Propinsi dan Majelis Pengawas Pusat ditingkat Ibu Kota Negara, mempunyai tugas dan wewenang menyelenggarakan sidang pemeriksaan dan menjatuhkan sanksi atas dugaan pelanggaran Kode Etik Notaris dan atau Pelaksanaan Jabatan Notaris. Kode Etik Notaris yang ditetapkan oleh Ikatan Notaris Indonesia secara substantif memuat norma etik (moral), norma disiplin dan yang berkaitan dengan norma hukum. Undang-Undang Jabatan Notaris secara substantif memuat norma moral (etik), norma disiplin dan berkaitan dengan norma hukum pidana dan hukum perdata. Dewan Kehormatan Notaris yang dibentuk oleh Perkumpulan Ikatan Notaris mempunyai tugas dan wewenang menyelenggarakan sidang dan menjatuhkan sanksi terhadap notaris yang melakukan pelanggaran Kode Etik Notaris dan Undang-Undang Jabatan Notaris, begitu pula Majelis Pengawas Notaris yang dibentuk oleh Menteri mempunyai tugas dan wewenang menyelenggarakan sidang pemeriksaan dan menjatuhkan sanksi terhadap notaris yang melakukan pelanggaran Kode Etik Notaris dan Undang-Undang Jabatan Notaris. Sanksi yang dijatuhkan Dewan Kehormatan Notaris bersifat organisatoris sedangkan sanksi yang dijajtuhkan Majelis Pengawas Notaris merupakan sanksi hukum (tindakan disipliner). Ada terjadi tumpang tindi (overlapping) dan penggabungan jenis norma, jenis sanksi dan penggabungan kewenangan badan yang melakukan penegakan terhadap norma tersebut. Perlu dilakukan reposisi terhadap jenis norma yang diatur dalam Kode Etik Notaris maupun yang diatur dalam Undang-Undang Jabatan Notaris serta pengaturan kembali kewenangan Majelis Pengawas Notaris dengan meniadakan kewenangan Majelis Pengawas Notaris dalam menegakkan norma etik (moral).

Honor Council established by the Society of Notaries Notary Association has the duty and authority to make meetings and impose sanctions against the notary who violates the Code and the Notary Law Notary, Notary Supervisory Council as well as set up by the Minister has the duty and authority held hearings and sanctions against notaries who violate the Code of Ethics and Law Notary Notary. Honor Council sanctions Notary is organizationally while sanctions Notary Supervisory Council is a legal sanction (disciplinary action).

There happens to overlap Tindi (overlapping) and the incorporation of the norm type, the type of sanction and authority of the person making the incorporation of enforcement against the norm.
