ABSTRAKBULOG mengemban tugas dalam menjamin ketahanan pangan, tugas
publiknya adalah menyalurkan raskin, menyalurkan beras kepada golongan
anggaran, dan mengelola cadangan beras pemerintah. Penyaluran Beras BULOG
sangat bervariasi sesuai jumlah Rumah Tangga Sasaran Penerima Manfaat (RTSPM)
dan konsumsi beras per RTS. Selain itu, pengadaan beras dalam negeri juga
bervariasi tergantung dari kemampuan penyerapan BULOG akan produksi beras
dalam negeri. BULOG bertanggung jawab mengelola stok dan stok penyangga
untuk menjaga tersedianya beras setiap waktu ditengah ketidakpastian penyaluran
dan pengadaan beras. Pendekatan sistem dinamis dapat digunakan untuk
mempelajari perilaku sistem BULOG untuk menentukan jumlah stok beras yang
optimal setiap waktu dan agar BULOG dapat mengambil kebijakan yang tepat.
Hasil penelitian menunjukkan BULOG sebaiknya memiliki stok penyangga
sejumlah 950 ribu-1 juta ton beras per bulan sehingga BULOG memiliki stok
akhir minimal berjumlah 1.33-1.58 juta ton beras per bulan pada tahun 2014-
2017. Kebijakan ketahanan stok bernilai tiga bulan dan dengan kebijakan tersebut
stok nasional dan stok divisi regional BULOG di seluruh Indonesia tidak
mengalami kehabisan stok (stock-out).

determine the optimal number of stocks of rice every time therefore BULOG can
take the right policy. The results showed BULOG should have a buffer stock of
950 thousand to 1 million tons of rice per month so BULOG has minimum stock
of 1.33 until 1.58 million tons of rice per month in the year 2014-2017. Minimum
stock requirement is worth three months and with that policy, the national stock
