Program BOK di Kabupaten Kuningan meningkatan dana operasional Puskesmastahun 2011 dan 2012 menjadi 2 kali lipat, tetapi hal tersebut tidak berbandingpositif dengan pencapaian cakupan indikator SPM bidang kesehatan. Inimengindikasikan bahwa implementasi program BOK di Puskesmas KabupatenKuningan belum berjalan sesuai harapan. Tujuan penelitian ini untukmenganalisis faktor-faktor yang mempengaruhi implementasi kebijakan BOK diPuskesmas Kabupaten Kuningan berdasarkan variabel kondisi lingkungan,hubungan antar organisasi, sumber daya organisasi, serta karakteristik dankapabilitas instansi pelaksana. Penelitian ini menggunakan metode kualitatif dandilakukan antara Bulan Maret?April 2013 berlokasi di 4 Puskesmas dan DinasKesehatan dengan jumlah informan 23 orang. Pelaksanaan BOK di KabupatenKuningan tahun 2011?2012 memberikan banyak manfaat kepada Puskesmaskhususnya operasional kegiatan preventif dan promotif. Tetapi ini tidakberpengaruh positif terhadap pencapaian SPM bidang kesehatan. SPM cenderungmenurun dan item tidak mencapai target cenderung meningkat.
