Dalam mengatasi permukiman kumuh Pemrov DKI Jakarta salah satu caranyaadalah dengan melakukan Program Bantuan Perbaikan Rumah di PermukimanKumuh. Program ini menggunakan APBD, yang pada pelaksanaannya seringditemukan masalah-masalah yang mempengaruhi kinerja anggaran, yang salahsatu indikatornya adalah Realisasi Penyerapan Anggaran. Masalah-masalah dapattimbul di setiap kegiatan pada pelaksanaan program tersebut, dimana bisa timbuldi fase perencanaan dan fase pelaksanaan. Pada penelitian ini, Pengumpulan datadengan Metode Survey dilakukan untuk mengetahui tingkat frekuensi dan dampakdari variabel Risiko terhadap realisasi penyerapan anggaran dan data tersebutkemudian dianalisis dengan menggunakan software program SPSS. Kemudiandilanjutkan dengan analisis berbasis risiko untuk menghasilkan strategipengelolaan risiko yang baik sehingga pelaksanaan program itu dapat menyerapanggaran sesuai dengan yang direncanakan.

In Addressing Slum area, Jakarta Provincial Government, one way is by doinghousing renovation Assistance Program in slum. This Program uses Public budgetthat the implementation is often founded problems that influence the performancebudget, which is one indicator is Realization of Budget.
