One of the important occurrences in Indonesia's demography is birth. Law Np. 23 of 2006 concering Demographic Administration reguires reporting of birth to be made no later than 60 ( sixty) days from the date of delivery, with a concessionary period pf up to 1 (one) year upon approval of the head of the relevant local implementing institution. Reporting after the one year period is governed by different rules in legislation. The reporting rules have been effectively revoked in 2012 by the Indonesia Contitutional Court. This article discusses the consequences of birth reporting before and after contitutional court no. 18/PUU-XI/2013 using normative research methods
