The National System of Education pays less attention to learners so that what the learners should master after the learning process has not the got the proper attention (Depdiknas, 2000). Therefore, the leaners' achievement has not been optimal yet. Teachers are not of the determinants of educational success and have got the central point in teaching and learning processes. Therefore, the skills or competence of the teacher in teaching become minimal mandatory. The research on the teachers' competence indicates that the average competency score of 354 elementary school teachers is 189.44 and it is considered mediocre. There is not any relationship between their eduction with the teaching competence, except their ability to recognize their learners. Therefore, education alone is not enough to make a teacher able to know the students well. Years of teaching do not have any significant relationship with the mastery of subjects taught either even though it is believed that the longer or the more often someone teaches certain subjects the better is his material mastery should be. Therefore, primary school teachers are advised to review the material they teach so that they can improve their mastery and develop further insights.
