As the biggest city in Central Java, Semarang face a severe problem in the provision of housing for the urban poor who are homeless. Since most of them work in the informal sectors without fixed income. They are not covered by both public and private housing agencies. Realizing this problem, in 1983 a charity foundation was set up to help those who cannot themselves in providing land, shelter and communal services. The programme was then extended beyond housing, including self-help transmigration and informal training to enhance and develop the economic capabilities of the poor urban citizen.
