Discussion in social aspects in the development of drinking water and sanitation infrastructure could not be avoided progressively. Not Merely because these social problems are more complicated than the technical ones, but also the development itself requires a proper condition in the community so that they can take part actively in each development steps. This study focuses on what factors are causing the performance of drinking water and sanitation infrastructure development not yet grafified. It would also recommend the best solution to empower the potency of local community and informal sector. For those reasons, this study is using a qualitative approach. The data are collected through literature study, field observatio, in-depth interview and focus group discussion. As a final result, the recommendation gained could be socialized, internalized and implemented in the level of municipal government as the prime mover in their own region.
