In 2011, one year after GDRB applied, overlapping regulation in the area of the state
apparatus is still going on. Two central agencies are the Civil Service Agency (BKN) and the
Ministry of Administrative Reform and Bureaucratic Reform (Ministry of PAN and RB) each
issued a policy regarding the determination of the number of civil servants needs. BKN through
Perka BKN No. 19 Tahun 2011 made the general guidelines for the preparation of the need to make
civil servants, while the Ministry of PAN and RB through Perrnen PAN and RB No. 26 Tahun
2011 made a number of guidelines for the calculation of the Civil Service needs for the area. Both of
these policies are both aiming to get a number of needs of Civil Servants (PNS) which correspond to
the real conditions in each agency. This article explain about where the overlapping and
contradictions two policies issued by the central agencies.
