Pemerintah Indonesia mengeluarkan Inpres No. 2 Tahun 1996 tentang Proyek Mobil Nasional untuk meningkatkan kemandirian industri mobil dalam negeri. PT Timor Putra Nasional dipilih menjadi satu-satunya perusahaan yang mendapat fasilitas keringanan pajak oleh pemerintah sebagai pemegang merk mobil nasional. Mobil Timor dijual dengan harga separuh lebih murah dari harga mobil sedan di pasaran. Hal ini dianggap merugikan bagi Jepang dan Amerika Serikat, sehingga membawa permasalahan ini ke WTO. Lalu saat krisis ekonomi, Presiden Soeharto menandatangani kesepakatan peminjaman hutang dengan IMF dengan salah satu syaratnya yaitu mencabut kebijakan mobil nasional. Setelah itu, keluarlah Keppres No. 20 Tahun 1998 Tentang Pembuatan Mobil Nasional.

Indonesian Government pass the President's Order (Inpres) No. 2/1996 about the National Car Project to push the nation's independency in the domestic car industries and manufacture. Timor Putra Nasional, Ltd. had been chosen to be the only corporate that is subsidized by the government as the only brand for the national car project. Timor's car was sold publicy with the price half cheaper than any other sedan class car during that time. This was considered as a profit-killing situation for Japan and US, so that makes both countries sent a report to WTO. Then, during the economy crisis, president Soeharto signed a letter of intent with IMF in a certain condition: The Withdrawal of National Car Project's Policy.
