Kebutuhan akan pengelolaan sampah di perkotaan tidak lepas dari semakin meningkatnya komposisi penduduk di kawasan perkotaan.Pengelolaan sampah merupakan salah satu layanan publik, terutama setelah diimplementasikannya Undang-Undang Nomor 18 tahun 2008 tentang pengelolaan sampah. Penelitian ini bertujuan untuk menganaslisis implementasi kebijakan pengelolaan sampah di wilayah Kelurahan Papanggo, sebagai salah satu unit terkecil dari wilayah Provinsi DKI Jakarta dan bentuk partisipasi masyarakat menurut latar belakang sosial ekonomi yang berbeda-beda. Dengan menggunakan metode kualitatif, hasil penelitian diperoleh bahwa kegiatan pengelolaan sampah di Kelurahan Papanggo yang meliputi pengurangan sampah dan penanganan sampah belum menemui sasaran kebijakan yang diharapkan. Hal ini terlihat dari masih belum berjalannya kegiatan pemilahan sampah belum terkelola dengan baik. Sementara Partisipasi masyarakat masih terbatas terlibat dalam pembayaran iuran untuk swadaya pengangkutan sampah dari pemukiman ke TPS.

Waste management is one of the public services, especially after the implementation of Law No. 18 of 2008 on waste management. The main goal of waste management is creating health and environmental quality better. The need for waste management in urban areas can not be separated from the increasing composition of the population in urban areas Policies in the trash is not only regulated at the national level, but also regulated by local governments, both provincial and district / city. Waste management included in the category of services, which the government carry out a part of waste management and the whole society are expected to participate in creating a good waste management. It is also applied in Jakarta as the capital of the Republic of Indonesia. This study aims to clarify the implementation of waste management policy in kelurahan Papanggo region, as one of the smallest area of Jakarta as a forms of form of community participation in different socio-economic backgrounds. Using a qualitative approach, the study illustrates that when the quality of public participation is felt not encouraging, it is most problem is inherent in the procedure that already established in the relevant policy.
