 Abstrak

[Efektivitas pembongkaran bangunan melanggar izin di Jakarta masih buruk, dapat dilihat dari tren kecelakaan kerja dan gangguan lingkungan pada periode tahun 2012-2014 yang meningkat dari 9,6% menjadi 14,3% rasio kejadian. Tujuan penelitian ini adalah untuk mengidentifikasi kejadian risiko dominan serta faktor penyebab dan dampak yang mempengaruhi efektivitas pembongkaran. Metode yang digunakan adalah analisis statistik dengan program SPSS dan analisis risiko sesuai PMBOK 2013 dan ISO 31000. Dari hasil penelitian diketahui bahwa kejadian risiko dominan adalah hempasan puing bongkaran, paparan debu, perlawanan massa pemilik bangunan, dan getaran akibat pembongkaran dengan excavator / palu. Adapun, faktor penyebab kejadian risiko tersebut adalah kesalahan estimasi kolom yang dibongkar, tidak adanya SOP teknik bongkar, tidak ada Prosedur K3, kelalaian petugas, petugas kurang pelatihan, teknologi alat kurang, tidak menggunakan alat keselamatan, dan pemilik tidak mau dibongkar.;Effectiveness demolition building permit violates by government in Jakarta is bad. The trend of work accidents and environmental disturbances in the period 2012-2014 is increasing from 9.6% to 14.3% incidence rate. The purpose of this study was to identify the dominant risk events, the causes and effects that influence the effectiveness of the demolition. The method used in this study is a statistical analysis using SPSS and risk analysis in accordance PMBOK 2013 and ISO 31000. The research revealed the dominant risks are falling debris, demolition dust exposure, the owners resistance, and vibration due to the demolition excavator / hammer. The incidence of these risk factors cause estimation error column is dismantled, the absence SOP demolition techniques, there is no HSE procedure, negligence officers, officers lack training, poor technology, not using safety equipment and the owner don’t want to be demolished, Effectiveness demolition building permit violates by government in Jakarta is bad.
