ABSTRAKSukabumi yaitu 22% pada tahun 2014. Peran Pemerintah melalui Kementerian
Agama membentuk BP4 yang bertugas meningkatkan mutu perkawinan dan
menurunkan angka perceraian dianggap belum berhasil. Hal ini ditunjukan dengan
tingginya pihak istri sebagai penggugat dalam perceraian, menurut data
Pengadilan Agama Kota Sukabumi pada tahun 2014 mencapai 82%. Tujuan
penelitian ini untuk mengetahui faktor penyebab tingginya angka perceraian,
mengetahui peran BP4 dan merumuskan strategi revitalisasi BP4 untuk mencegah
perceraian untuk mendukung ketahanan keluarga di Kota Sukabumi. Penelitian
kualitatif ini menggunakan metode deskriptif analisis dengan cara observasi
lapangan, studi pustaka, dan wawancara mendalam. Hasil penelitian menunjukan
ketidakharmonisan dalam keluarga sebagai faktor penyebab tingginya perceraian,
dilandasi oleh bergesernya nilai suatu perkawinan, budaya patriarki dan
kurangnya pengetahuan akan tugas dan fungsi suami isteri. Peran BP4 dalam
upaya mencegah perceraian belum berhasil, dikarenakan kurangnya
konselor/mediator profesional dan ketidakjelasan sumber anggaran. Strategi
revitalisasi peran BP4 dirumuskan melalui 3 pendekatan. Pertama, pendekatan
fokus pasar, yaitu penataan struktur organisasi dari pusat sampai daerah, sehingga
dapat menyediakan anggaran dan konselor/mediator professional. Kedua,
penciptaan bisnis baru, penguatan regulasi dalam meningkatkan posisi tawar
dengan mitra kerja. Ketiga, Pemanfaatan teknologi informasi, BP4 harus memiliki
website dan melayani konsultasi online.
ABSTRACTThe background of this study respond to the high divorce rate in the city of
Sukabumi, namely 22% in 2014. The role of the Government through the Ministry
of Religious Affairs to form BP4 in charge of improving the quality of marriage
and decrease the divorce rate is considered not successful. This is evidenced by
the high of the wife as plaintiff in a divorce, according to the Religious Court
Sukabumi city in 2014 reached 82%. The purpose of this study to analyze the
factors causing the high divorce rate, analyzes the role of BP4 and formulate
strategies to prevent divorce BP4 revitalization to support family resilience in
Sukabumi. This qualitative research uses descriptive method of analysis by field
observations, literature, and in-depth interviews. The results showed disharmony
in the family as a factor causing the high divorce, based on the shift of the value
of marriage, patriarchal culture and the lack of knowledge of the duties and
functions of husband and wife. BP4 role in efforts to prevent divorce has not been
successful, due to the lack of counselor / mediator professional and obscurity
budgetary resources. BP4 role revitalization strategy formulated through three
approaches. First, the market focused approach, ie arrangement of the
organizational structure of the center to the regions, so as to provide a budget and
counselor / mediator professional. Second, the creation of new businesses,
strengthening regulation in improving the bargaining position with partners.
Third, the utilization of information technology, BP4 must have a website and
