ABSTRAKPerbedaan ideologi, budaya, agama, serta sikap eksklusif, menjadi penyebab tidak
berjalannya dengan baik proses integrasi kelompok imigran Muslim dalam
berintegrasi dengan masyarakat Belanda. Kondisi ini semakin diperburuk dengan
melemahnya pandangan masyarakat Belanda terhadap nilai-nilai multikulturalis,
terutama pasca tragedi World Trade Center tahun 2001. Pemerintah Belanda
berupaya untuk meningkatkan proses integrasi kelompok imigran melalui sebuah
undang-undang integrasi yang disebut dengan Wet Inburgering Nieuwkomers,
yang pada dasarnya bertujuan untuk meningkatkan perkembangan integrasi
kelompok minoritas dan pemberdayaan pendatang baru. Namun, berbagai revisi
yang dilakukan dalam undang-undang ini, mulai bertujuan untuk menekan arus
kedatangan imigran dan jumlah populasi imigran di Belanda melalui kontenkonten
kebijakan yang bersifat tegas, bersikap menghukum (punitive) dan
cenderung diskriminatif.
