[Tujuan penelitian ini adalah untuk mengevaluasi pelaksanaan program Jamkesda Tahun 2012-2014 di Propinsi Kepulauan Riau. Evaluasi dilakukan dengan menganalisis input (peraturan, informasi, dana, tenaga dan peserta Jamkesda), proses (sosialisasi program, pengajuan klaim dan kelancaran pembayaran klaim) dan output (pemanfaatan pelayanan kesehatan dan pemanfaatan dana). Rancangan penelitian yang digunakan adalah kualitatif dan kuantitatif. Temuan penelitian ini adalah sebagai berikut : 1. Sosialisasi program Jamkesda belum maksimal, 2. Dana Jamkesda tahun 2014 tidak habis terserap karena banyak peserta Jamkesda yng pindah menjadi peserta BPJS, 3. Belum ada tenaga verifikator khusus Jamkesda di rumah sakit, 4. Pendataan masyarakat miskin belum akurat, 5. Masih banyak kelemahan dalam kegiatan monitoring dan evaluasi. Diusulkan agar pemerintah daerah, rumah sakit dan puskesmas melakukan sosialisasi program Jamkesda secara lebih efektif, puskesmas meningkatkan fungsinya dengan melengkapi fasilitas pelayanan, bila mungkin menambah dokter spesialis tertentu dan melakukan pendataan masyarakat miskin yang lebih akurat.;The objective of this study is to evaluate the implementation of the Regional Health Insurance program (Jamkesda) 2012-2014 in the Riau Islands Province by analyzing the input (regulations, information, funds, personnel and participants), the process (socialization program, claims ) and the output (utilization of health services and the utilization of the funds). The study used qualitative and quantitative research design. The findings were : 1. The socialization of Jamkesda program is not maximum, 2. The 2014 Jamkesda fund was not fully absorbed due to many Jamkesda users moved and registered to the National Insurance Scheme (JKN).3. At the hospital,there is verificator for handling the Jamkesda claims, 4. Data of the poor are not accurate, and 5. Weak monitoring and evaluation activities.
