Electronic Road Pricing (ERP) merupakan skema jalan berbayar melalui road pricing sebagai mekanisme pengenaan retribusi akibat kemacetan. Kebijakan ini bertujuan untuk mengatasi kemacetan agar kelancaran lalu lintas dapat dicapai sehingga masalah ekonomi dan sosial masyarakat akibat kemacetan dapat diatasi. Tujuan Penelitian ini adalah mengetahui besarnya nilai WTP, mengidentifikasi faktor-faktor yang mempengaruhi kesediaan membayar dan besarnya nilai WTP pengguna jalan serta mengetahui besarnya nilai tarif yang optimal dalam pemberlakuan ERP di DKI Jakarta. Berdasarkan hasil estimasi pada model regresi linier berganda diketahui bahwa faktor-faktor yang berpengaruh terhadap besarnya nilai ERP dilihat dari Willingness To Pay (WTP) pengguna jalan adalah alokasi biaya transportasi, waktu tempuh, kecepatan kendaraan, durasi terkena kemacetan dan penggunaan joki, pendapatan per bulan, jenis pekerjaan dan keharusan menggunakan kendaraan. Nilai rata-rata WTP (EWTP) sebesar Rp 16.000. Nilai tersebut dapat dijadikan acuan dalam penetapan tarif ERP. Tarif Optimal dari pengurangan waktu 5 menit adalah Rp 13.500, waktu 10 menit adalah Rp 16.000, waktu 15 menit adalah Rp 22.700.

Purpose of this study was to determine the value of WTP, identifying the factors that influence the willingness to pay and the value of WTP road users as well as knowing the value of the optimal rates in the implementation of ERP in Jakarta. Based on estimates on multiple linear regression model known that the factors that influence the value of ERP views of willingness to pay (WTP) of road users is the allocation of transportation costs, travel time, vehicle speed, duration exposed to congestion and the use of jockeys, revenue per month, type of work and must use the vehicle. The average value of WTP (EWTP) Rp 16,000. This value can be used as a reference in setting the ERP rates. Optimal rates of reduction within 5 minutes is Rp 13.500, 10 minutes is Rp 16,000, while 15 minutes is Rp 22,700.
