[ABSTRAK
Disertasi ini membahas tentang industri media radio siaran yang keberadaannya tidak
lepas dari pengaruh dinamika industri media secara keseluruhan. Perubahan yang
terjadi pada industri media akan mempengaruhi para pelaku industri radio. Demikian
pula sebaliknya, perkembangan bisnis radio akan mempengaruhi berbagai aspek
dalam industri media. Selanjutnya, industri media yang berkembang saat ini semakin
memperlihatkan bahwa media merupakan suatu entitas bisnis semata karena
dijalankan dengan cara-cara tertentu untuk pencapaian keuntungan. Padahal media
seharusnya tetap menjalankan fungsi utamanya sebagai sarana menyebar informasi,
pendidikan, hiburan dan pengawasan.
Di sisi lain, kondisi industri media yang memperlihatkan turunnya prosentase iklan
dan jumlah pendengar radio di Indonesia menyebabkan industri media radio di
Indonesia sampai pada tren pengelolaan radio secara berjaringan yang merupakan
respon atas dinamika industri media tersebut. Pada prakteknya, tren berjaringan yang
ada lebih mengarah kepada konsep spasialisasi yang dapat dipahami sebagai perluasan
kekuasaan korporasi dalam industri komunikasi. Dalam pandangan ekonomi politik
media, organisasi induk memiliki pengaruh dan kekuatan untuk menguasai organisasi
jaringannya. Tetapi jika kita melihat praktek berjaringan pada media radio maka kita
akan menemui kekuatan jaringan yang dapat mempengaruhi radio induknya.
Karenanya, studi strukturasi ditawarkan untuk melihat relasi radio induk dan jaringan
serta dinamika yang terjadi dalam industri radio sebagai respon atas perubahan yang
terjadi pada industri media di Indonesia. Melalui teori strukturasi akan dilihat dualitas
yang terjadi.
Dua kelompok-kepemilikan yaitu Masima Radionet dan Mahaka Media dipilih
sebagai obyek penelitian, melalui jaringan radio yang dimiliki yaitu jaringan radio
Prambors FM dan Gen FM. Penelitian yang menggunakan pendekatan kualitatif
dengan paradigma kritis ini menemukan bahwa dinamika industri media radio saat ini
tidaklah stagnan melainkan terus berubah dengan munculnya struktur baru yang
merupakan hasil interaksi yang ada. Selain itu makna berjaringan yang diamanatkan
dalan undang-undang tidak tercermin dalam praktek berjaringan yang dijalankan saat ini. Karenanya perlu sinergi antara berbagai aturan yang berhubungan dengan industri
media di Indonesia agar media tidak semata-mata digunakan untuk kepentingan
individu atau kelompok tertentu.
Perlu dilakukan penguatan terhadap agen dalam hal ini masyarakat agar keberadaan
mereka dapat memberikan pengaruh terhadap struktur yang ada, sehingga masyarakat
tidak hanya sebagai obyek tetapi dapat menjadi pihak yang mampu menyuarakan
kepentingan dan kebutuhannya terhadap keberadaan media;

ABSTRACT
This dissertation is focused on discussing about media industry of broadcasting radio
of which its existence is affected by the dynamics of the entire media industries.
Changes occuring in media industry will affect the actors of radio industry. On the
contrary, development of radio business will also influences various aspects in media
industy. Furthermore, recent development of media industry has shown that media is
definitely a business entity, since it is conducted in such a way as profit-making
enterprise. Actually, media should firmly stick with its main function as vehicle to
disseminate information, education, entertainment and social control.
Besides, recent media industry in Indonesia has shown decreasing percentage of
advertisement and number of radio listeners. As respond to the recent dynamics of
media industry, the trend of managing broadcasting radio tends to change towards
networking-based radio management. In practice, the existing networking-trend is
leading towards the concept of spatialization meaning which is understood as an
expansion of corporation capability in communication industry. From the perspective
of political economy media, main organization tends to have influence and power to
cope its network organization. However, in fact, the practices of networking-radio
media, it can be seen that the power of neworking can affect its main radio
organization. Due to this phenomena, study of structuration is offered to see the
relation between main radio organization and its networks including the dynamics
happening in radio industry as a respond to the changes in media industry in
Indonesia.
Two group-ownership media enterprises, Masima Radionet and Mahaka Media were
chosen as objects of research, through their own radio networks, the so called
Prambors FM and Gen FM. The research, designed using qualitative approach with
critical paradigm, has found that the dynamics of the recent radio media industry
keeps changing, not in stagnant condition, due to the appearance of new structure as a
result of the existing interactions among the radio networks. Besides, the essence of
networking media, instructed by broadcasting law and regulation, is not wellimplemented in recent networking radio media practices For this reason, it is essential
to syncronize various regulations related to media industry in Indonesia in order to
optimize the usage of media for public and social benefit not merely for the individual
and certain-community interests.
This is important to make societies be alert of their existence and hopefuly can give
influence to the existing structure. Moreover, the essence of this study is to make
societies not merely as an object but also as an agent capable to convey societal
