Total quality management that is one of the original approach to run a business that seeks to maximize profits and competitiveness through the continuous improvement of the product, is now starting to be implemented in many ogled educational institutions, including universities that have the same three elements, namely inputs, processes and outputs are similarly put human resources as a vital component. Human resources as a vital component of the college should get the attention and treatment as required in TQM, for example in a shared vision, cross-functional collaboration, empowerment and involvement, participative management style, availability of training and further education as well as the availability of communication channels effectively, implementation of TQM in fact is an attempt to change the traditional irrational management-towards modern rational management that is one of the elements on decision-making based on facts.
