Some kinds of institutions as products of legal enforcement institution are not only to cause their organization enjoy a benefit, but also to the contrary the Code of Law of Criminal Procedure, the legal basis of criminal justice process. These matters cause a problem of legal syncronization to appear either vertically or horizontally. the result of legal study proved that some laws and other lower regulations regulated the same matters in casation aganits free verdict ( free from legal prosecution). The legal consequencies were unsyncronization of law and legal uncertainty)
