This research aimed at getting a description on the effectiveness of application of the law no.9 of 1992 againts foreign citizen working at Bengkulu Province and obstacles of the law application. The result of research proved that the law No.9 of 1992 was basic rules fo foreign workers activities from points of view : (a) data of foreigners visit, temporary stay, permanent residents ; (b) the way of control the foreigners entering Bengkulu ; (c) types of offenenses : imigration permit, missue of working permit. The cases were tackled by government instances, but more obstacles were met at the invloved instances : high public Prosecution office Provincial Police Office, Coordination Board of Local Investment, Manpower Local Office, and imigration office.
