Skripsi ini membahas mengenai penetapan skala prioritas dana desa di Desa Panggungharjo, Kecamatan Sewon, Kabupaten Bantul serta penyebab Pemerintah Desa Panggungharjo tidak mempertimbangkan tipologi kemajuan desa untuk menetapkan skala prioritas dana desa berdasarkan Permendesa Nomor 21 Tahun 2015. Penelitian ini menggunakan pendekatan post-positivist melalui teknik pengumpulan data dengan wawancara mendalam dan studi dokumen. Teori yang digunakan dalam analisis penelitian ini adalah kebijakan publik, strategic planning, dan budgeting. Hasil penelitian ini menunjukkan bahwa penetapan skala prioritas dana desa di Desa Panggungharjo dilakukan melalui musyawarah desa. Pemerintah Desa Panggungharjo tidak mempertimbangkan tipologi kemajuan desa karena terdapat beberapa masalah terkait Permendesa Nomor 21 Tahun 2015.

This thesis discusses about priority scale determination of rural fund in Panggungharjo Village, Sewon District, Bantul Regency and also the reason of Panggungharjo?s local government doesn?t consider the rural progress typology to determine the priority scale of rural fund based on Minister of Rural Rule No. 21 of 2015. This research uses post-positivist approach through indepth-interview and document study as the data collecting techniques. The theories which are used to analyze in this research are public policy, strategic planning, and budgeting. The result of this research shows that priority scale determination of rural fund in Panggungharjo Village is proceeded through public discussion. Panggungharjo?s local government doesn?t consider the village progress typology to determine the priority scale of rural fund because there are some problems on Minister of Rural Rule No. 21 of 2015.
