ABSTRACTThis Paper discusses about the responsibility of the government in implementingHealth Insurance through BPJS Health Program seen from Administrative Law Perspective. In this case, Goverment already set and declare that Indonesian Community must register their own becoming a participant of BPJS Health Program so that Goverment can Guarantee a social rights for them. This thesis also analyzes the national security system seen from the concept of the welfare state and modern state perspective.
