ABSTRAKPenelitian ini bertujuan menguji pengaruh pengawasan fungsional, legislatif, dan masyarakat terhadap kinerja penyelenggaraan pemerintahan daerah di Indonesia pada Tahun 2012-2013. Kinerja pemerintah daerah diukur dengan menggunakan skor EKPPD yang dikeluarkan oleh Kementrian Dalam Negeri Republik Indonesia. Pengawasan fungsional diukur dengan jumlah frekuensi audit kinerja dan operasional BPKP, serta monitoring dan evaluasi (monev) BPKP. Pengawasan legislatif diukur dengan ukuran legislatif (jumlah anggota DPRD). Dan pengawasan masyarakat diukur dengan jumlah pers atau media massa di daerah. Hasil penelitian menunjukkan bahwa audit kinerja dan operasional, ukuran legislatif, serta jumlah pers berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Di lain sisi, monitoring dan evaluasi BPKP tidak berpengaruh terhadap kinerja pemda.
ABSTRACTThe purpose of this study is to analyze the effect of functional, legislative, and public
monitoring to the performance of local government in Indonesia for the year of 2012-
2013. The local government performance is measured by Local Government
Performance Index released by Ministry of Internal Affairs of Indonesia. Functional
monitoring is measured by the number of frequency of Performance and Operational
Audits by BPKP, and the number of frequency of monitoring and evaluation by
BPKP. Legislative monitoring is measured by the size of parliament (the number of
parliament?s member). And the public monitoring is measured by the number of press
or mass media in local district. The results reveal that performance and operational
audits by BPKP, size of parliament, and the number of press positively affects the
local government performance. On the other hand monitoring and evaluation by
BPKP do not affect the local government performance
