Skripsi ini membahas mengenai keberlakuan Undang-Undang No. 29 Tahun 2004 dan standar oprasional prosedur dari rumah sakit militer. Penelitian ini berbentuk yuridis normatif, tipe penelitiannya adalah deskriptif, jenis data yang digunakan adalah data sekunder. Alat pengumpulan data yang digunakan berupa studi dokumen atau bahan pustaka dan wawancara. Analisis data yang digunakan oleh penulis adalah dengan pendekatan kualitatif. Hasil dari penelitian yang terlihat jelas yaitu terdapat beberapa perbedaan antara penyelesaian sengketa di rumah sakit umum dengan di rumah sakit militer. Undang-Undang No. 29 Tahun 2004 berlaku bagi dokter militer dan tidak ada pembeda standar operasional prosedur antara pasien sipil dan militer.

This thesis discusses the applicability of the Act No. 29 of 2004 and standard operational procedures of the military hospital. This study is normative, the type of research is descriptive, the type of data used are primary data and secondary data. Data collection tools used in the form of study documents or library materials and interviews. Analysis of the data used by the authors is the qualitative approach. The results of the study clearly visible, for example, there are several differences between the settlement of disputes in a public hospital with at the military hospital. Law No. 29 of 2004 applies to military doctors and there are no standard operating procedures distinguishing between civilian and military patients.
