ABSTRAK
Tesis ini membahas mengenai implementasi kebijakan pemilihan kepala desaserentak yang merupakan amanat dari Undang-Undang Nomor 6 Tahun 2014tentang Desa. Tujuan dilaksanakannya penelitian ini adalah untuk menganalisisbagaimana implementasi kebijakan pemilihan kepala desa serentak di KabupatenSubang dan mengetahui faktor-faktor yang berpengaruh terhadap implementasikebijakan pemilihan kepala desa serentak di Kabupaten Subang. Denganmenggunakan metode kualitatif, penelitian ini menghasilkan beberapa temuanpenting yaitu terhambatnya pencairan dana bantuan penyelenggaraan pemilihankepala desa, sosialisasi kebijakan yang belum berjalan dengan baik, kualitas SDMpelaksana implementasi kebijakan yang perlu ditingkatkan, mekanismepenyelesaian sengketa atau permasalahan yang belum diatur dengan baik diperaturan bupati. Dari sisi akademis, penelitian ini membuktikan bahwa konsepimplementasi kebijakan ternyata juga dipengaruhi oleh kontekslokal seperti dalampenelitian ini yaitu faktor struktur politik lokal dan daya dukung masyarakat. Faktoryang paling berpengaruh dalam implementasi kebijakan pilkades serentak iniadalah faktor komunikasi, sumber daya pelaksana kebijakan dan struktur politiklokal

ABSTRACT
This thesis deals with the implementation of the policy of concurrent village chiefelections which is the mandate of law number 6 Year 2014 of the village. Thepurpose of performance of this research is to analyze how the implementation ofthe policy of the village chief elections simultaneously in Subang and aware of thefactors that affect the implementation of the policy of the village chief electionssimultaneously in Subang. By using qualitative methods, the research producedsome important findings i.e. delays disbursement assistance conducting the electionof the village chief, the policy of socialization has not gone well, the quality ofhuman resource for implementing the policy implementation needs to be improved,the dispute resolution mechanism or a problem that has not been regulated in theregulation of the Regent. From the academic side, research is proving that theconcept of implementation policy turns out to be too influenced by the local contextas the factor structure of local political power and support of the community. Themost influential factor in the implementation of the policy of concurrent electionthis factor is communication, implementing policies and resources of the localpolitical structure.
