ABSTRAK
Pertumbuhan yang cepat dari teknologi internet dan penetrasi penggunaanperangkat komunikasi mobile, khususnya di kawasan perkotaan telah menciptakanfenomena masyarakat yang ?always on?. Penggunaan teknologi melalui mobilegovernment diyakini mampu menjembatani antara kebutuhan warga denganlayanan yang diberikan oleh pemerintah. Salah satu bentuk dari m-governmentadalah penggunaan aplikasi bergerak sebagai media komunikasi pemerintahan.Penelitian ini dilakukan dengan mengambil studi kasus penggunaanaplikasi mobile Qlue oleh Pemerintah Provinsi DKI Jakarta. Metode kualitatifberupa wawancara dan observasi digunakan untuk menjawab penelitian ini.Temuan penting penelitian ini adalah Qlue menjadi media komunikasipemerintahan yang berorientasi pada warga. Qlue tidak semata digunakan untukmenjalankan fungsi inti komunikasi pemerintahan yaitu media sosialisasipemerintah, tetapi sebaliknya justru menjadi kanal penyampaian aspirasi kebutuhanwarga.Perubahan yang terjadi dalam komunikasi pemerintahan yang difasilitasimobile apps juga membawa implikasi yaitu pada birokrasi Pemprov DKI Jakarta dilevel kelurahan sebagai ujung tombak pelayanan. Terjadi adaptasi birokrasi dikelurahan terhadap penggunaan teknologi mobile apps. Dari temuan di dua lokasipenelitian ini, didapati variasi dalam adaptasi birokrasi khususnya dalammanajemen proses, keterlibatan pegawai dan koordinasi. Dalam konteks tata kelolapemerintahan yang baik, penggunaan mobile apps berkontribusi terhadappenerapan prinsip partisipasi, kesetaraan dan akuntabilitas

ABSTRACT
The rapid growth of internet technology and the penetration of mobilecommunication devices usage, especially in urban areas, have created thephenomenon of 'always on' societies. The usage of mobile technology throughmobile government is believed to be able to bridge the gap between the needs ofresidents and the services provided by the government. One of the examples of mgovernmentis the usage of mobile app as the media of government communication.This research was conducted by taking a case study of the usage of mobileapplications Qlue by Jakarta Provincial Government. Qualitative methods withinterviews and observations are used to answer this research. An important indingis Qlue becomes a medium for government communication that is oriented to thepeople. Qlue is not only used to carry out the core function of governmentcommunication such as government socialization media, but it also becomes a canalaspiration of citizen needs.Changes that occur in government communication that is facilitated bymobile apps also implicate that the bureaucracy of DKI Jakarta government at thesub-district level (kelurahan) becomes the main authority that serves people. Theadaption of bureaucracy occurred in the sub district toward the usage of mobiletechnology apps. Based on the information discovered in two locations of thisstudy, it is found that there is a variation in the adaptation of bureaucracy, especiallyin management process, employee involvement and coordination. In the context ofgood governance, the usage of mobile apps contributes in the practice of theparticipation principles, equality and accountability.
