One of the strategies to promote community-based empowermwnt is through participative concept. This refers to developing and legally protecting the rights of the locals. This research is normative and empiric in nature, combining both, sociological and historical approaches. The data was directly collected from the natives in a batik kampong Trusmi, Cirebon, by distributing questionnairesand conducting interviews. The data from primary legal materials was analyzed, and it was then combined with the data from the secondary ones to draw conclusions. The findings suggest that program dissemination and training, particularly on business law, be promoted to empower batik makers in Trusmi. The participants of the program have significantly gained better knowledge on legal issues, especially that related to business law and intellectual rights. It is indicated by the growing number of well-informed participants, from previously 8 persons (20%) to 24 persons (60%). This 16 person increase is worth 40% of the total participants. The participants´ mastery of the material taught in terms of comprehension and atttitude also indicates a reasonable increase ; the number of participants with good grades is growing from 12 persons (30%) to 28 persons (70%). This equal a 16-person increase or 40%Â of the total participants. The program also results in their better mastery of the material taught in terms of practical skills; the number of those who got good grades is increasing from 8 persons (20%) to 28 persons (70%), which means there has been a 20-person increase or 50% of the total participants.Keywords: empowerment, batik makers, legal protection
