The Head of Region Election in "judicial review" perspective of Constitutional Court constitutes crucial as well as strategic problem in order to organize general election concept comprehensively. This will ensure independency of General Election and Governance legal rezimes. In addition, the comprehensive General Election Law will be able to reduce distortion deriving from the existance of different three laws regulating the carrying out of general election.
