Public sector organization, especially government entities is facting a big chalenge today. The era of ne wpublic management push government for a better public service, In the other hand, there come the information technology age. Technology make the huge of government task easier. The internet make government closer with its poeple. So, it is a must for public service employees handling this technology. Unfortunately, they still poor in IT skill. The purpose of this paper is to examine the influence of the individual factors such as locus of control and self efficacy to their technological acceptance. There are 97 respondents of Surabaya city government employees use for the investigaton. Data collected by a survey conducted in Information dan Communication Office, as a part of Surabaya City Government that handle the Government Information Technology. This research use Structural Equation Model for testing the hypothesis. It is found that external locus of control strength computer self efficacy in information technological acceptance.
