ABSTRAK
Bantuan Operasional Kesehatan (BOK) bertujuan untuk membantu meningkatkan kinerja Puskesmas dan jaringannya dalam menyelenggarakan pelayanan kesehatan promotif dan preventif. Tahun 2010, Kabupaten Bandung Barat mendapatkan alokasi untuk BOK sebesar Rp. 1.132.000.000,- yang terdistribusi di 31 Puskesmas. Penelitian ini menggunakan pendekatan kuantitatif dan kualitatif dengan tujuan untuk mengetahui nilai realisasi penyerapan BOK untuk pelayanan kesehatan reproduksi di 31 Puskesmas Kabupaten Bandung Barat. Variabel bebas dari penelitian ini adalah jenis Puskesmas, ketenagaan, manajemen internal Puskesmas, sumber dana dan kebijakan daerah mengenai peningkatan kapasitas Puskesmas. Hasil penelitian menunjukan realisasi yang dicapai tahun 2010 sebesar Rp. 903.859.550,- atau sekitar 80% dari Pagu BOK tahun 2010, sedangkan besaran alokasi untuk pelayanan kesehatan reproduksi sebesar Rp. 246.789.000 atau 22% dari pagu BOK. Dari alokasi tersebut paling banyak dipergunakan untuk peningkatan pelayanan kesehatan Ibu dan anak dan pelayanan KB. Hal ini sesuai dengan upaya untuk mencapai target MDGs terkait dengan sasaran 4 dan 5 untuk penurunan Angka Kematian Ibu dan Bayi. Hasil studi kualitatif di 3 Puskesmas menunjukan BOK sangat bermanfaat dalam peningkatan pelayanan di Puskesmas termasuk cakupan pelayanan kesehatan reproduksi. Kegiatan yang paling banyak di lakukan oleh Puskesmas adalah pelayanan di Posyandu dengan komponen perjalanan paling banyak. Agar realisasi BOK mencapai 100% maka ketepatan diterima anggaran awal tahun merupakan hal penting selain pendampingan dari pihak Dinas Kesehatan dalam Penyusunan POA. Selain itu program untuk pengembangan Puskesmas dan dukungan anggaran dari APBD agar tetap tersedia sehingga derajat kesehatan di Kabupeten Bandung Barat dapat meningkat dan mampu terwujudnya Indonesia Sehat, Mandiri dan Berkeadilan.

ABSTRACT
Health Operational Assistance (BOK) aims to assist improve the performance of Public Health Center and their networks in organizing health services in promotive and preventive. In 2010, West Bandung District get allocation funds for the BOK which is Rp. 1.132.000.000 that distributed at 31 public health centers. This research used a quantitative and qualitative approaches to determine the realizable value of the absorption of Health Operational Assistance for reproductive health services in 31 Public Health Center located in West Bandung District. Independent variables are the type of public health centers, resources, internal management of public health center, financial resources, and regional policies on the improvement of Public Health Center capacity. The results of these studies show the realization that achieved in 2010 was Rp. 903,859,550 or about 80% from the BOK Ceilings 2010, while the amount allocated for the reproductive health services was Rp. 246 789 000 or 22% from the BOK Ceilings. The allocation most widely used for the improvement of maternal and child health services and family planning services. This is consistent with effort to achieve the the MDGs (numbers 4 and 5) realted with the target of reducingmaternal and child mortality. The results of the qualitative study in 3 health centers showed that Health Operational Assistance is very helpful in improving services in Public Health Center, including coverage of reproductive health services is increasing. The activities that most widely performed by public health center is a component of Posyandu services in the most widely trip. In order to realization of Operational Assistance Health up to 100% then the accuracy of revenue budget in beginning years are essential besides the assistance from Health Office in the preparation of Plan Of Action (POA). Program to development of public health centers and support from the regional budget in order to remain provided so that the degree of health in West Bandung District can be improved and capable of realization of Healthy Indonesia, Independent and Equitable.
