ABSTRAK
Direktorat Jenderal Minyak dan Gas Bumi sebagai salah satu lembaga dibawah Kementerian Energi dan Sumber Daya Mineral mulai melaksanakan kebijakan pengadaan barang/jasa secara elektronik setelah dikeluarkannya Inpres No. 1 tahun 2013 pada pengadaan barang/jasa tahun 2013.Sebagai tahap akhir dari proses kebijakan, maka diperlukan evaluasi terhadap pelaksanaan kebijakan tersebut. Evaluasi dilakukan dengan menganalisa persepsi penyedia barang/jasa di Direktorat Jenderal Minyak dan Gas Bumi atas capaian tujuan-tujuan pengadaan barang/jasa secara elektronik yang tertuang dalam Peraturan Presiden No. 54 tahun 2010 tentang Pengadaan barang/Jasa Pemerintah.Penelitian ini menggunakan pendekatan deskriptif kuantitatif dengan data primer melalui penyebaran kuesioner, dan studi literatur. Hasil penelitian dilihat dari tingkat persetujuan dan modus skala rating jawaban 58 responden. Hasil penelitian menunjukkan tingkat persetujuan responden atas capaian tujuan-tujuan penerapan e-procurement di Ditjen Migas yaitu : memenuhi kebutuhan akses informasi yang real time 85,34 , mampu meningkatkan transparansi 82,91 , mendukung proses monitoring dan audit 81,98 , meningkatkan akuntabilitas 80 , meningkatkan akses pasar dan persaingan usaha yang sehat 79,56 dan memperbaiki tingkat efisiensi proses pengadaan 78,97 . Sehingga pelaksanaan kebijakan pengadaan barang/jasa secara elektronik di Ditjen Migas terlaksana dengan baik sesuai tujuannya.

ABSTRACT
Directorate General of Oil and Gas as one of the institutions under the Ministry of Energy and Mineral Resources began to carry out the policies of the electronic procurement of goods services after the issuance of Presidential Decree No. 1 year 2013 on the procurement of goods services in 2013.As the final stage of the policy process, it is necessary to evaluate the implementation of the policy. Evaluation is done by analyzing the perception of providers of goods services in Directorate General of Oil and Gas on the achievement of the e procurement goals which written in Presidential Decree No. 54 year 2010 on Government Procurement of Goods Services.This research uses quantitive descriptive approach with primary data trough questioneires spread and literature study. Result of this research is seen from 58 respondens level of agreeness and rating scale mode on the answer of the quesioneire. Research result shows respondens level of agreenes on the goals of e procurement implementation at Directorate General of Oil and Gas are fulfill the need of real time information access 85,34 , able to increase transparency 82,91 , support monitoring and audit 81,98 , increase accountability 80 , increase market access and fair competition 79,56 and improve efficiency on procurement process 78,97 . So the implementation of the electronik procurement of goods services in Directorate General of Oil and Gas performing well as the goals.
