Sistem Verifikasi Legalitas Kayu SVLK adalah instrumen yang ditetapkan Pemerintah Indonesia dalam upaya membangun legitimasi terhadap kebijakan tata kelola kehutanan Indonesia melalui pendekatan pasar. Tolok ukur keberhasilan SVLK bergantung dari sejauh mana SVLK mampu menciptakan tata kelola kehutanan berkelanjutan. Permasalahannya adalah sejak diberlakukannya SVLK pada tahun 2009, belum ada evaluasi kebijakan SVLK guna mewujudkan tata kelola kehutanan berkelanjutan. Penelitian ini bertujuan untuk mengetahui efektivitas kebijakan SVLK dalam perbaikan tata kelola kehutanan dan untuk mengetahui manfaatnya terhadap peningkatan kinerja industri kayu. Metode analisis yang digunakan pada tujuan satu adalah metode analisis normatif deskriptif dengan narasumber yang berasal dari 4 kelompok pemangku kepentingan, sedangkan untuk tujuan dua sampel ditentukan berdasarkan purposive sampling yang berasal dari industri kertas, industri kayu panel, industri kayu pertukangan, dan industri mebel. Hasil penelitian, SVLK saat ini cukup berhasil mendukung perbaikan tata kelola kehutanan, namun belum bermanfaat dalam peningkatan kinerja industri kayu sehingga disimpulkan kebijakan SVLK belum berkelanjutan. Berdasarkan hasil tersebut, telah dirancang strategi kebijakan SVLK yang mengharmonisasi aspek ekonomi, sosial, dan lingkungan untuk mencapai keberlanjutan.

The Timber Legality Verification System SVLK is an instrument established by the Government of Indonesia as an effort to build legitimacy on Indonesia 39 s forest governance policy through a market or economic approach. The performance benchmark of SVLK depends on the extent to which SVLK is able to create sustainable forest governance. However, since the introduction of SVLK in 2009, there has been no evaluation of the success of SVLK 39 s policy in creating sustainable forest governance. This study aims to assess the effectiveness of SVLK policy in improving forestry governance, and to explore the benefits of SVLK in enhancing the wood industry performance.

The analytical method used in the first objective is descriptive normative analysis with 13 resource persons from 4 stakeholder groups. For the second objective, purposive sampling was used to determine the respondents who came from paper, wood panel, woodworking, and furniture industries. The result of the study found that SVLK policy is quite successful to support the improvement of forestry governance, but not yet beneficial to the improvement of timber industry performance. Based on the results, the SVLK policy strategies that harmonize economic, social, and environmental aspects have been developed to achieve sustainability.
