ABSTRAK
Penelitian ini membahas desain kebijakan reformasi angkutan umum di Kota Bogor dalam kerangka Perda Nomor 3 Tahun 2013 Tentang Penyelenggaraan Lalu Lintas dan Angkutan Jalan. Teori utama yang digunakan yaitu elemen desain kebijakan yang dikemukakan oleh Thomas A. Birkland 2011 . Birkland menyebutkan bahwa terdapat lima elemen yang perlu diperhatikan dalam merancang suatu desain kebijakan, yaitu tujuan kebijakan, model kausalitas kebijakan, alat kebijakan, sasaran kebijakan, serta implementasi kebijakan. Penelitian ini menggunakan pendekatan post-positivist dengan jenis penelitian deskriptif. Hasil penelitian menunjukkan bahwa terdapat kesenjangan antara tujuan kebijakan dengan instrumen kebijakan yang digunakan. Hal ini disebabkan instrumen kebijakan, yaitu Perda Nomor 3 Tahun 2013 lebih berorientasi kepada penyesuaian terhadap UU Nomor 22 Tahun 2009, bukan sebagai jawaban atas permasalahan angkot yang menjadi tujuan kebijakan. Hal ini berdampak pada munculnya masalah-masalah di ketiga elemen kebijakan lainnya. Untuk itu, diperlukan instrumen kebijakan khusus di luar Perda Nomor 3 Tahun 2013 yang mengatur reformasi angkot secara komprehensif.

ABSTRACT
This research discusses about design analysis of public transportation reform policy in bogor with study on Local Government Regulation No. 3 on Conduct of Traffic and Transportation in 2013. This research uses Birkland rsquo s Elements of Policy Design 2011 . Birkland mentioned there are five elements that need to be considered in designing policy. They are goals of the policy, causal model of the policy, tools of the policy, targets of the policy, and implementation of the policy. This research uses Post Positivist approach and Descriptive design.The result shows that there is gap between goal of the policy and instrument of the policy used. This is due to Local Government Regulation No. 3 is oriented to adjustment of National Government Regulation No. 22 in 2009, not as an answer to public transportation problem which became the policy objective. This cause problem to all three other policy elements. Thus, specific policy instrument that organize public transport reform policy comprehensively is needed.
