ABSTRAKSkripsi ini membahas mengenai kebijakan Pemerintah DKI Jakarta pada masa Gubernur Tjokropranolo tahun 1977 mdash;1982 dalam membenahi angkutan umum berbasis jalan raya, khususnya pada bus kota, taksi, dan opelet. Metode penelitian ini menggunakan metode sejarah. Dalam penelitian ini ditemukan bahwa pada era Tjokropranolo, pembenahan yang dilakukan cenderung berfokus pada pembaruan armada angkutan umum tanpa adanya pembenahan sistem angkutan umum yang terpadu. Perbaikan pelayanan tidak berjalan dengan konsisten dan tidak berjalan sesuai dengan tujuan dan target yang direncakan. Pembenahan tersebut memberi dampak positif dan negatif dalam aspek ekonomi, sosial dan budaya bagi masyarakat sebagai pengguna jasa maupun bagi pengusaha angkutan umum. Secara umum, kebijakan yang telah dilakukan Tjokropranolo tidak berhasil menyelesaikan permasalahan angkutan umum di Jakarta.

ABSTRAKThis thesis discusses the policy of DKI Jakarta rsquo s Government in the period of the Governor Tjokropranolo 1977 ndash 1982 in improving the public road transport, especially the city buses, taxis, and opelets. Historical method is used as the method for the research. In this research, it is found that in the era of Tjokropranolo, the improvement had the tendency to focus more on the rejuvenation on the public vehicles without the improvement of the integrated transport system. The improvement of the service did not perform consistently and also did not follow through with the objective and the target as planned. That improvement had positive and negative impact on economic, social, and cultural aspects for the service users, as well as the public transport keepers. Generaly, the policy that had been establised by Tjokropranolo did not solve the public transportation problems in Jakarta.
