Pembangunan infrastruktur di sebuah negara dapat mendorong terjadinya urbanisasi, industrialisasi, pemerataan pendapatan dan berkontribusi pada pembangunan ekonomi. Akan tetapi, permbangunan infrastruktur juga dapat menimbulkan permasalahan baik secara sosial maupun ekologis. Skripsi ini akan melihat faktor-faktor yang menjadi penyebab munculnya permasalahan-permasalahan tersebut dengan menggunakan teori James Scott mengenai elemen yang menyebabkan munculnya permasalahan pada usaha perbaikan manusia pada abad dua puluh dengan fokus studi pada pembangunan infrastruktur bendungan besar Belo Monte Dam di Brazil. Dengan menggunakan metode kualitatif melalui studi pustaka, temuan dari skripsi ini memperlihatkan bahwa faktor-faktor penyebab munculnya permasalahan sosial dan ekologis pada pembangunan Belo Monte Dam disebabkan karena faktor dari administratif yang memerintah, ideologi modernisme tinggi, rezim otoriter dan fragmentasi masyarakat sipil.

Development of infrastructure in a country can encourage urbanization, industrialization, income distribution and contribute to economic development. However, infrastructure development can also cause both social and ecological problems. This thesis will look at the factors that led to the emergence of these problems by using James Scott 39 s Theory of the Elements that led to the emergence of problems in state rsquo s attempts to improve human condition in the twentieth century, which focus on the construction of Belo Monte Dam in Brazil. By using qualitative method through literature study, the findings show that the factors causing the emergence of social and ecological problems in the development of Belo Monte Dam are the factors of government administration, high modernism ideology, authoritarian regime and civil society fragmentation.
