Penelitian ini menjelaskan bagaimana proses pembahasan kebijakan subsidi BBM dalam RUU APBNP 2015 yang dilakukan pada saat DPR dikuasai oleh kelompok di luar koalisi presiden, tidak mengalami kebuntuan politik yang berujung pada disfungsi pemerintahan. Berpijak pada pendekatan koalisi presidensial sebagai dasar argumennya, penelitian ini mengeksplorasi kerangka kerja kelembagaan baik formal maupun informal yang mengatur relasi presiden dan DPR dengan berpusat pada Presiden Widodo sebagai aktor utama. Temuan penelitian menunjukkan ada dua faktor utama yang menyebabkan pembahasan kebijakan subsidi BBM dalam RUU APBNP 2015 tidak mengalami kebuntuan politik. Pertama, unsur-unsur institusional baik formal maupun informal yang mengatur relasi presiden dan DPR dalam proses politik anggaran di Indonesia menyebabkan integrasi eksekutif-legislatif yang mendorong Presiden Widodo dan elit-elit partai politik untuk bersikap akomodatif dan mengutamakan musyawarah mufakat. Kedua, perilaku akomodatif dan musyawarah mufakat difasilitasi oleh tersedianya alat kekuasaan eksekutif yang dapat digunakan Presiden Widodo untuk membangun dukungan politik di DPR terkait dengan: mendisiplinkan fraksi-fraksi dalam koalisi presiden untuk satu suara dengan pemerintah; serta melakukan kompromi dengan fraksi-fraksi di luar koalisi presiden.

This research explained about budgeting process of fuel subsidy policy on RUU APBNP 2015, which is done by president and DPR while they controlled by groups outside the president coalition. Even though, this situation didn't made a political impasse which is can create a government dysfunction. Based on presidential coalitional approach as foundation to build its argument, this research explored the institutional framework either formal or informal that set the relation between president and DPR which centered to President Widodo as main actor. The findings of the study indicate that there are two main factors that causing the discussion of fuel subsidy policy in RUU APBNP 2015 doesn't have political deadlock. First, institutional elements either formal or informal which govern the relation between president and DPR on budgetting process in Indonesia causes executive legislative integration, thus encouraging President Widodo and elites of political parties to be accomodative and consensual in their behavior. Second, accomodative and consensus behavior has been facilitated with the executive toolbox. In this case, can be use by the President Widodo to build political support in DPR, which are diciplining parties within his coalition and build cooperation with parties from outside his coalition.
