ABSTRAK
Skripsi ini membahas analisi steori E-Service terhadap Implementasi E-Procurement Menggunakan Metode E-Lelang Cepat Oleh Unit Layanan Pengadaan Pada Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah. Penelitian ini menggunakan pendekatan Post-Positivist, dengan teknik pengumpulan data Kualitatif melalui wawancar amendalam. Penelitian ini bertujuan mengungkapkan apakah Implementasi E-Lelang Cepat sebagai salah satu metode pengadaan barang/jasa secara elektronik sudah memenuhi dimensi E-Service. Hasil penelitian pemaparan ini berjalan dengan baik. Hal ini dapat dilihat dari dimensi pelaksanaan E-Lelang cepat di LKPP telah memenuhi literatur pelayanan yang baik, masyarakat dan pengguna dapat merasakan manfaatnya secara langsung, tercapainya pelayanan yang diharapkan, dan terpenuhinya informasi-informasi yang dibutuhkan sebagai persyaratan pelaksanaan pengadaan secara elektronik. Selain itu dari dimensi konteks sistem informasi elektroniknya peran sistem telah mengakomodir antara pihak LKPP dengan Penyedia dengan baik dan efektif.

ABSTRACT
This thesis discusses E Service theory analysis on E Procurement Implementation Using Quick E Auction Method By Procurement Unit at Government Procurement Policy Institution. This research uses Post Positivist approach, with qualitative data collection technique through in depth interview. This study aims to reveal whether the Implementation of E Auction Fast as one method of procurement of goods services electronically meets the dimensions of E Service. The results of this exposure study went well. This can be seen from the implementation dimension of fast E Auction in LKPP has fulfilled good service literature, community and users can feel the benefits directly, the achievement of service expected, and fulfillment of information needed as requirement of procurement implementation electronically. In addition from the dimensions of electronic information system context, the role of the system has been accommodating between the LKPP with the Provider well and effectively.
