ABSTRAKJakarta sebagai ibu kota Republik Indonesia adalah pusat pertumbuhan aktivitas ekonomi. Akibat pertumbuhan ekonomi, terdapat beberapa isu terkait seperti peningkatan pendapata dan konsumsi perkotaan serta produksi limbah yang dihasilkan. Guna menghadapi tantangan peningkatan jumlah produksi sampah padat kota, Pemerintah Provinsi DKI Jakarta berusaha untuk menstimulasi reduksi sampah di level rumah tangga melalui kebijakan/ program Bank Sampah. Dengan menggunakan data panel dari lima Kota Adminisrasi di Jakarta dengan rentang tahun 2000-2014, tesis ini akan menganalisa kontribusi dari kebijakan Bank Sampah dan menentukan faktor-faktor dalam model yang mempengaruhi reduksi sampah yang dihasilkan. Berdasarkan hasil yang diperoleh, baik fixed maupun random effect, kebijakan Bank Sampah yang telah dilaksanakan dari mulai tahun 2012-2014 secara signifikan mengurangi produksi sampah yang dihasilkan hingga 36.7 . Walaupun kebijakan Bank Sampah ini terlihat efektif, Pemerintah Provinsi DKI Jakarta masih perlu untuk membuat reformasi atas kebijakan Bank Sampah sehingga jumlah sampah yang dihasilkan semakin berkurang.
ABSTRACTJakarta, the capital city of Indonesia, is a growing urban center of economic activity. Due to economic development, there are issues of rising income and consumption in the city and the production of waste. To tackle the challenge of Municipal Solid Waste MSW production, the provincial government of Jakarta has been trying to stimulate waste reduction at the household level through the ldquo bank sampah rdquo waste bank policy. By using the annual data of five municipalities in Jakarta spanning from 2000 to 2014, this paper seeks to measure the contribution of the waste bank policy to waste reduction in Jakarta and to determine which other factors in the model affect the waste reduction. The results show, based on both fixed and random effects, that the waste bank policy is significant and negatively related to waste generation and could reduce waste generation in Jakarta city by up to 36.7 . Although this policy seems effective, the provincial government of Jakarta still needs to devise new reformations to the waste bank policy so that the total amount of waste generation could be further decreased.
