ABSTRAK
Selama lebih dari tiga dekade 1965-1998 Presiden Soeharto memimpin Negara Kesatuan Republik Indoensia NKRI . Pemerintahannya sangat membatasi pembuatan dan penyebaran informasi di masyarakat. Lembaga pers dan penerangan diawasi ketat dan kebebasan berekspresi dibatasi. Tujuannya adalah menciptakan suatu stabilitas nasional yang menjamin keberlangsungan pembangunan nasional. Masalah penelitian adalah menganalisa bagaimana penerapan kebijakan informasi di bidang pers selama masa Orde Baru. Sedangkan tujuan penelitian ini adalah menjelaskan bagaimana penciptaan dan penerapan kebijakan informasi pada pers dan dampaknya sehingga mampu menopang pemerintah Orde Baru dengan memperhatikan peran Departemen Penerangan, lembaga pers dan perlawanan pers itu sendiri. Selain itu juga memperlihatkan bagaimana agen manusia dan lembaga bekerja dalam menciptakan dan membangun kebijakan informasi yang ditaati masyarakat. Penelitian ini menggunakan pendekatan kualitatif melalui kajian ideologis, pers, kebijakan informasi dan model politik informasi. Kontribusi penelitian ini dalam teoritis dan praktis adalah ditemukannya model politik informasi dan konsep informasi baru dalam kebijakan informasi yaitu model politik informasi korporasi dan informasi sebagai instrumen kekuasaan.

ABSTRACT
For more than three decades 1965 1998 President Soeharto had ruled the Unitary State of the Republic of Indonesia NKRI . His government controlled tightly the production and dissemination of information in the society. Press and information institutions were supervised and freedom of expression restricted systematically. The aim was to create a national stability ensuring the achievement of national development. The problem of the research is to analyze the implementation of information policy on press during the New Order era. Meanwhile the purpose of this study is to explain how to establish and apply the information policy in order to sustain the New Order government by focusing the strategic role of Information Department, press agencies and the resistances of press community. It also sees how human agent and institutions work together in establishing and operating information policy that was adhered to by the society. This research uses qualitative approach through ideological study, press theory, information policy and model of information politics. This research 39 s findings are a new model of information politics, the so called corporate model and a new concept of information, instrument of power sustainability.
