Arsip Nasional Republik Indonesia ANRI merupakan lembaga pemerintah non kementerian yang mempunyai tugas di bidang kearsipan. Tahun 2013 mulai mengembangkan Sistem Informasi Kearsipan Nasional SIKN yang merupakan bagian dari rencana pengembangan e-government di Indonesia yang dicanangkan sejak tahun 2003. SIKN merupakan bagian back-end dari sistem kearsipan nasional sebagai pengolahan dan penyimpanan data, sedangkan Jaringan Informasi Kearsipan Nasional JIKN merupakan bagian front-end yang berfungsi sebagai sarana pelayanan arsip secara nasional kepada masyarakat.Implementasi SIKN sebagai program prioritas nasional mempunyai target yang harus dicapai dari tahun 2015-2019, tetapi dari tahun 2015-2016 target hanya tercapai 81,33 dari target pencapaian. Permasalahan tersebut penting untuk diselesaikan karena SIKN berfungsi untuk mewujudkan arsip sebagai tulang punggung manajemen penyelenggaraan negara, menjamin penggunaan informasi hanya untuk pihak yang berhak dan menjamin ketersediaan arsip sebagai memori kolektif bangsa. Dari permasalahan yang timbul, penelitian ini ingin mengetahui faktor-faktor yang memengaruhi penerimaan SIKN pada simpul jaringan, sehingga dapat digunakan untuk menentukan strategi implementasi SIKN dikemudian hari.Penelitian ini menggunakan Technology Acceptance Model TAM dengan menggunakan 9 variabel independen dan 3 variabel dependen. Pengumpulan data dilakukan menggunakan kuesioner dengan teknik purposive sampling. Kuesioner yang disebar berjumlah 220 dan 159 yang kembali. Setelah dilakukan verifikasi hanya 103 responden yang dipergunakan dalam penelitian ini. Pengolahan dan penarikan kesimpulan menggunakan Structural Equation Modeling SEM sebagai alat analisisnya dengan pendekatan Partial Least Square PLS-SEM dengan menggunakan tool SmartPLS v 3.2.7.Hasil penelitian menunjukkan faktor yang memiliki pengaruh adalah Self-Efficacy, Facilitating Condition dan Top Management Support yang memengaruhi Perceived Ease of Use. Faktor Perceived Ease of Use bersama User Training memengaruhi Perceived Usefulness. Dan faktor Perceived Usefulness bersama Perceived Value of Records memengaruhi Intention to Use.

ABSTRACT
National Archives of the Republic of Indonesia Arsip Nasional Republik Indonesia, hereafter ANRI is a non ministerial government institution that has duties in the field of archives. 2013 developed the National Archives Information System Sistem Information Kearsipan Nasional, hereafter SIKN which is part of e government development plan in Indonesia launched since 2003. SIKN is a back end of the national archives system as data processing and storage, while the National Archives Information Network Jaringan Information Kearsipan Nasional, hereafter JIKN is a front end that serves the archives to the public.Implementation of SIKN as a national priority program has a target to be achieved from 2015 to 2019, but from 2015 to 2016, the target is only achieved 81,33 of the target. The problem is important to solve because SIKN serves to realize the archives as the backbone of state management, ensuring the use of information only for the entitled parties and ensuring the availability of the archive as the nation rsquo s collective memory. From the problems that arise, this study wanted to know the factors that affect the acceptance of SIKN on the network node, so it can be used to determine the implementation strategy of SIKN in the future.This study uses Technology Acceptance Model TAM using 9 independent variables and 3 dependent variables. The data were collected using questionnaires with purposive sampling technique. The questionnaires were distributed totaling 220 and 159 returning. After verification only 103 respondents used in this research. Processing and conclusion using Structural Equational Modeling SEM as its analysis tool with Partial Least Square PLS SEM approach using SmartPLS v 3.2.7 tool.The results showed that factors that have influence are Self Efficacy, Facilitating Condition and Top Management Support that affect Perceived Ease of Use. Perceived Ease of Use and User Training affects Perceived Usefulness. And Perceived Usefulness and Perceived Value of Records affects Intention to Use.
