ABSTRACT
Rezim kontrol narkoba yang berfokus pada hardline policies telah dinilai tidak efektif dalam mewujudkan dunia yang bebas dari narkoba. Setelah 40 silam berlangsungnya the global war on drugs, berbagai negara di seluruh dunia dan kelompok-kelompok civil society telah mulai beralih pada pendekatan alternatif terhadap isu transnational drug trafficking yakni penerapan kebijakan-kebijakan harm reduction. Tetapi di saat norma transnasional telah bergeser menuju harm reduction, Indonesia mencetuskan wacana Perang Narkoba Indonesia pada tahun 2015. Penelitian ini berusaha untuk menelaah wacana tersebut untuk memahami mengapa Pemerintah Indonesia dapat memutuskan untuk mencetuskan perang tersebut dan membentuk diplomasi publik anti-narkoba yang semakin meningkatkan penerapan hardline policies. Dalam penelitian ini, ditemukan bahwa terdapat ketidaksetaraan partisipasi dalam public sphere dimana narasi isu narkoba berkembang di Indonesia. Kondisi tidak ideal dalam ruang tersebut menjadi alasan mengapa narasi yang terbentuk adalah narasi perang terhadap narkoba di Indonesia.

ABSTRACT
A drug control regime that focuses on hardline policies have been deemed ineffective in creating a drug free world. After 40 years of the global war on drugs, many countries worldwide and civil society groups have started to shift their goals to an alternative approach towards tackling transnational drug trafficking, which is implementation of harm reduction policies. Although, as the transnational norm shifts towards harm reduction, Indonesia divides to begin the discourse of Perang Narkoba Indonesia which means Indonesias War on Drugs ndash on the year 2015. This research aims to analyze this discourse to understand why the Indonesian Government decided to start this war and creating an anti drugs public diplomacy that further advances upon the practice of hardline policies. This research finds that there is inequality of participation within the public sphere where the narration regarding the issue of drugs develops. This unideal condition causes the narration of war against drugs to develop in Indonesia.
