ABSTRACT
Penelitian ini membahas tentang iklim komunikasi organisasi perpustakaan Ali Alatas Kementerian Luar Negeri RI yang dilihat dari aliran informasi dan lima dimensi iklim komunikasi yaitu dukungan, partisipasi pembuatan keputusan, keterbukaan, kepercayaan, dan tujuan kinerja tinggi. Tujuan dari penelitian ini untuk memahami dan memberikan gambaran iklim komunikasi organisasi di perpustakaan Ali Alatas Kementerian Luar Negeri RI dan faktor apa saja yang mempengaruhi pembentukan iklim tersebut. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Metode pengambilan data dilakukan dengan cara observasi, wawancara, dan analisis dokumen. Informan dalam penelitian ini adalah Kabag PPDI, Kasubag Perpustakaan, Kasubag Publikasi, dan dua orang staf perpustakaan. Hasil dari penelitian ini menunjukkan bahwa iklim komunikasi yang terbentuk di perpustakaan Ali Alatas adalah iklim komunikasi yang tidak mendukung/negatif karena didominasi oleh aliran informasi ke bawah komunikasi atasan ke bawahan. Pengambilan keputusan yang bersifat lsquo;top-down rsquo; menyebabkan para pegawai merasa diabaikan. Situasi ini disebabkan karena komunikasi dalam pengelolaan perpustkaan bersifat hubungan hirarkis antara atasan dengan bawahan. Selain itu, adanya kepentingan ditingkat eselon I membuat kebijakan yang tidak sesuai dengan pekerjaan staf perpustakaan seperti piket cuci mobil dan tugas tambahan sebagai sopir. Hal ini menyebabkan timbulnya perasaan kurang dihargai dan perasaan tidak dianggap penting bagi organisasi.

ABSTRACT
This research discusses the organizational communication climate in Ali Alatas library Ministry of Foreign Affairs of the Republic of Indonesia which is seen from the information flow and the five dimensions of the communication climate, such as supportiveness, participate decision making, openness, trust, and high performance goals. The purpose of this study is to understand and provide an overview of the Ali Alatas library organizational communication climate and the factors that influence the formation of the climate. This research uses a qualitative approach and case study method. The method of data collection is by observation, interviews, and document analysis. The informants in this research is the Head of the PPDI, the Head of the Library, the Head of Publication, and two library staff. The results of this research is showing that the communication climate in Ali Alatas library is not supportive negative because it is dominated by the flow of information top down communication of superiors to subordinates . Top down decision making causes employees feel ignored. This situation caused because the communication in library management is a hierarchical relationship between superiors and subordinates. In addition, the existence of interests at echelon I level makes policies that not accordance with the work of library staff, such as car wash pickets and additional duties as a driver. This causes underappreciation and not considered important feelings to the organization.information flow
