Jaslis Ilyas, MPHPerencanaan tenaga kesehatan disusun secara berjenjang berdasarkan ketersediaantenaga kesehatan dan kebutuhan penyelenggaraan pembangunan serta upayakesehatan. Tahun 2015 Kementerian Kesehatan menerbitkan Peraturan MenteriKesehatan nomor 33 Tahun 2015 tentang Pedoman Penyusunan PerencanaanKebutuhan SDM Kesehatan. Tahun 2016, kota Depok telah melaksanakanpenyusunan dokumen perencanaan kebutuhan SDM Kesehatan berdasarkanPermenkes 33 Tahun 2015 tersebut, akan tetapi hasilnya belum dapat dijadikanpertimbangan dalam pengangkatan pegawai. Untuk itu peneliti melakukan analisispelaksanaan penyusunan dokumen perencanaan SDM Kesehatan di Kota Depokuntuk mendapatkan informasi mendalam bagaimana pelaksanaan penyusunandokumen tersebut di tahun 2017. Penelitian ini merupakan penelitian kualitatifdengan teknik pengumpulan data berupa in-depth interview. Triangulasi sumberdilakukan dengan cara membandingkan data yang diperoleh dari satu informandengan informan yang lain. Telaah terhadap dokumen yang dihasilkan, serta studiliteratur dilakukan sebagai pembanding terhadap informasi yang telah didapatkan. Hasil penelitian menunjukkan bahwa penyusunan dokumenperencanaan kebutuhan SDM Kesehatan kota Depok tahun 2017 belum sesuaidengan tahapan yang terdapat dalam permenkes 33 tahun 2015 sehingga outputbelum menggambarkan perencanaan kebutuhan SDM Kesehatan kota Depoksecara menyeluruh. Faktor komunikasi merupakan faktor yang berpengaruh kesemua tahapan pelaksanaan penyusunan dokumen perencanaan kebutuhan SDMKesehatan di kota Depok tahun 2017 dan perlu ditingkatkan, khususnyakomunikasi ke pemangku kebijakan tingkat kota untuk mendapakan dukungandan komitmen bersama dalam pelaksanaan kegiatan penyusunan dokumenperencanaan kebutuhan SDM Kesehatan, komunikasi kepada pelaksana dilapangan, serta komunikasi horisontal ke lintas sektor. Demikian juga faktorsumber daya khususnya kualitas dan kuantitas SDM dan dana, serta faktordisposisi khususnya komitmen dan insentif masih perlu ditingkatkan. FaktorStruktur Birokrasi perlu melibatkan sektor terkait, perlu adanya kejelasan tugassebagai perencana SDM Kesehatan pada individu yang ditunjuk, serta perluadanya SOP pelaksanaan penyusunan dokumen perencanaan kebutuhan SDMKesehatan yang singkat dan jelas.Kata kunci:Perencanaan; SDM Kesehatan; Permenkes 33/2015; Kota Depok

In 2015 Ministry of Health issued Regulation of Minister of Healthnumber 33 of 2015 on Guidelines for Preparation of Human Resource for Health HRH Needs Planning. In 2016, Depok has implemented the preparation ofhuman resource of health needs planning documents based on Regulation ofMinister of Health number 33 of 2015, but the results cannot be taken intoconsideration for recruitment. Therefore, the researcher conducted an analysis ofthe implementation of the preparation of HRH planning documents in Depok toobtain in depth information about how the implementation of the preparation ofthe document in 2017. This research is a qualitative research with data collectiontechniques in the form of in depth interview. Triangulation of sources wasperformed by comparing the data obtained from one informant to anotherinformant. The study of the documents produced, as well as the literature studywere used as the comparison to the information obtained. The result of theresearch indicates that the preparation of human resource of health needs planningdocuments of Depok in 2017 was not in accordance with the stages contained inRegulation of Minister of Health number 33 of 2015, so that the output has notdepicted the human resource for health needs planning of Depok as a whole.Communication is an influencing factor to all stages of the implementation ofpreparation of HRH Needs planning document in Depok in 2017. It needs to beimproved, especially for the communication to city level stakeholders to getsupport and common commitment in the implementation of the activity ofpreparation of HRH needs planning document, as well as communication to thefield executors, and horizontal to cross sector communication. In addition, thefactors of resources, particularly on the quality and quantity of human resourcesand funds, as well as disposition factors, especially the commitment andincentives should be improved. Bureaucratic Structure factors should involve therelated sectors and it requires tasks clarity for HRH planner on the appointedindividual. Moreover, SOPs of implementation of the preparation human resourcefor health needs planning document should be brief and clear.Key words Planning Human Resources for Health Regulation of Minister ofHealth number 33 of 2015 Depok
