ABSTRAKTesis ini membahas bagaimana pelaksanaan program subsidi silang di institusi pendidikan swasta menjadi sebuah strategi inklusi sosial dalam dunia pendidikan, khususnya pendidikan menengah di Jakarta. Pelaksanaan program subsidi silang atau fair-share tuition telah menjadi praktik dari institusi pendidikan swasta untuk dapat menyelenggarakan sebuah proses pendidikan yang inklusif, yaitu terbuka untuk mereka yang sulit mendapatkan akses pendidikan karena ketidakmampuan ekonomi. Dengan sistem subsidi silang setiap peserta didik membayar biaya pendidikan sesuai dengan kemampuan ekonominya, dan dengan demikian membuka akses partisipasi bagi mereka yang kurang mampu untuk mendapatkan pendidikan yang baik, dan tidak tereksklusi karena faktor ekonomi. Dengan menggunakan metode kualitatif dan pendekatan ecological approach Pierson 2002 , tesis ini hendak memperlihatkan bahwa program subsidi silang menjadi sebuah proses interaksi yang tidak hanya membuka akses pendidikan tetapi juga proses integrasi sosial dan sistem nilai serta habitus yang baru bagi para pemangku kepentingan di sekolah dalam konteks membangun komunitas yang inklusif
ABSTRACTThe process of making inclusive education to the whole society is becoming increasingly difficult to achieve. Given the situation, there are some schools that are still determined to achieve social inclusion in providing education. The schools enforce a fair share tuition as a subsidy system. This is a a system whereby the amount of tuition fee of each student is determined based on the real financial and economic capabilities of the parents. This system creates opportunities and equality in which students from poor families can still have access to a good quality education, not being excluded based on the financial ability or socioeconomic status of the family. Making use of a qualitative approach to interviewing respondents at a private high school in South Jakarta, and ecological approach theoretical framework Pierson, 2002 this study shows how the practice of fair share tuition fee can be a strategy for social inclusion which is very effective in metropolitan Jakarta. With the system, the school is still maintaining the quality of education as an excellent educational institution. Fair share tution fee as a subsidy system has been creating inclusive school culture, where students can interact and learn together with other students from various background, economically, culturaly and academically. This inclusive culture in the pedagogical process that takes place inside the school eventually has been becoming a culture and habitus of the schools, fostering students maturity and their academic achievement, building their social interaction, solidarity and perception toward diversity and also affecting parental style of the parents and culture in the family.
