ABSTRAK
Fenomena yang dijadikan obyek penelitian ini mencoba menggambarkan yang dilakukan oleh lembaga kepolisian yaitu Bidang Propam Polda Metro Jaya dalam menangani Penyimpangan polisi baik itu pelanggaran disiplin, pelanggaran kode etik bagaimana mekanisme penghukuman dan pembinaan yang dilakukan oleh Bidang Propam Polda Metro Jaya terhadap anggota polisi yang melakukan penyimpangan berupa pelanggaran disiplin maupun kode etik profesi polri. Seberapa jauh dalam pola dan mekanisme penghukuman dan pembinaan yang sudah dijalankan oleh Bidang Propam Polda Metro Jaya serta penghukuman yang diterapkan terhadap pelaku penyimpangan berupa pelanggaran disiplin maupun kode etik, serta melakukan pengawasan dan mengetahui hambatan dalam pelaksanaannya. agar dalam proses rehabilitasi berupa pelaksanaan penghukuman dan pembinaan yang dilakukan Bidang Propam Polda Metro Jaya semakin lebih baik. Dampak implementasi program kerja Bidang Propam Polda Metro Jaya dalam mewujudkan profesionalitas personil antara lain berkurangnya pelanggaran kode etik profesi dan disiplin kepolisian serta penerapan Penghukuman dan Pembinaan berupa rehabilitasi lebih mengedepankan pola penghukuman dan pembinaan etika moral pendidikan agar menimbulkan efek jera.

ABSTRACT
The phenomenon used as the object of this study tries to illustrate what is done by the police institution, namely the Metro Jaya Regional Police Propam Field in dealing with police irregularities, both disciplinary violations, violations of the code of ethics, how to punish and guide the police of the police who commit irregularities. in the form of disciplinary violations and the code of ethics of the police profession. How far in the pattern and mechanism of punishment and coaching that has been carried out by the Metro Jaya Regional Police Propam Field as well as the punishment applied to the perpetrators of irregularities in the form of violations of discipline and code of ethics, as well as supervising and knowing the obstacles in its implementation. so that in the rehabilitation process in the form of execution of punishments and coaching carried out by the Metro Jaya Regional Police Propam Field the better. The impact of the implementation of the work program of the Metro Jaya Regional Police Propam in realizing personnel professionalism, among others, the reduction of violations of the professional code and discipline of the police as well as the application of Punishment and Guidance in the form of rehabilitation prioritizes the pattern of punishment and fostering moral education ethics in order to create a deterrent effect.
