ABSTRAKPembalakan liar tidak dapat dipisahkan dari keberadaan masyarakat lokal yang telah lebih dahulu tinggal di kawasan daripada berdirinya Taman Nasional Kutai tahun 1995. Pembalakan liar ini melibatkan berbagai pihak baik masyarakat lokal, para pejabat pemerintah daerah maupun oknum TNI/Polri. Akibatnya, kerusakan TNK semakin parah dan mengancam keanekaragaman hayati serta keberlanjutan taman nasional tersebut. Untuk mengatasi masalah itu, penelitian ini fokus pada model kemitraan yang dapat digunakan untuk menanggulangi pembalakan liar di TNK agar keanekaragaman hayati yang dimilikinya dapat dimanfaatkan secara berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif yang menekankan pada aspek penanggulangan pembalakan liar melalui penerapan model kemitraan antara Balai TNK dan masyarakat lokal. Observasi, wawancara, dokumen resmi, foto, rekaman, gambar dan percakapan informal merupakan sumber data dalam penelitian ini. Hasil penelitian ini memperlihatkan bahwa model kemitraan antara Balai TNK dan masyarakat lokal, serta melibatkan pemerintah kabupaten Kutai Timur, perusahaan, perguruan tinggi dan LSM belum pernah dipraktikkan di TNK sehingga memiliki potensi menjadi sarana untuk mengintegrasikan konservasi dan pembangunan dalam pengelolaan TNK agar dapat dimanfaatkan secara berkelanjutan.
ABSTRACTIllegal logging is in fact inseparable from the existence of the local community who had previously lived in the area long before the establishment of Kutai National Park as a new institution established by the government in 1995. Illegal logging involves significantly different stakeholders from the local community, local government officials as well as the Armed Forces/Police. As a result, the breaking down of Kutai National Park is getting worse as well as threatening the biodiversity and sustainability of the area. In order to address the problem, this study focuses on a partnership model that can be used to tackle illegal logging in KNP so that its biodiversity can be utilized sustainably. The nature of this research is using qualitative approach which emphasizes on illegal logging controlling aspects through the implementation of partnership model between KNP Authority and local community. Observations, interviews, official documents, photographs, recordings, pictures and informal discussions are the sources of data in this study. The results of this study found that the partnership model between KNP Authority and local communities, as well as the involvement of the government of East Kutai Regency, companies, college and NGOs has not been exercised in Kutai National Park, therefore it has the potential to be a means to integrate conservation and development in the management of KNP for sustainable utilization.
